Initial release with the following features:

* Language selector which looks and feels like Wikipedias navigation language links. User preferred
  languages are displayed on top. For users not logged in the default languages can be configured.
* New user preference for users to choose their preferred languages.
* Chosen language (by selector or by adding 'uselang' to an url) will remain when clicking on any
  link. This is because the extension will add the 'uselang' parameter to all links. If there are
  wiki links within the content, there will be a separate cached version for each accessed language.
